Since the NFL has no plans for a return to unglamorous Buffalo in the near future, some local investors petition the CFL to place a team there. After negotiations, the concept is widened and the CFL agrees to set up a northern New York state division within three years with teams in Buffalo, Rochester, Syracuse, Albany and possible expansion to Hartford and Providence.Based on the new American division, ESPN offers the CFL a new rich American television contract, far more than that offered to the NHL, provided that the CFL also sets up a western American division. WOMEN'S APPAREL, LUXURY WORSEN Despite improvement in some areas, sales trends for luxurygoods, furniture and women's apparel worsened. Specialtywomen's apparel sales fell 20.2 percent in December, a deeperdecline than the 18.4 percent decline seen in November. Sales in the specialty retail furniture and furnishingssegment fell 21.4 percent in December, versus down 20 percentin November. But perhaps most dramatic is the decline in luxury goods,which for SpendingPulse includes sales for high-endrestaurants, leather goods, department stores and jewelryretailers. Luxury sales fell 27.6 percent in December,magnifying the decline in sales the category has seen since thefinancial crisis exploded in mid-September.
